What is an EPC?

An Energy Performance Certificate (EPC) measures the energy efficiency of a property and gives it a rating from A (most efficient) to G (least efficient).

The EPC also includes recommendations that could improve the property's energy efficiency.

Most EPC assessments take around 30–60 minutes, depending on the size and layout of the property.

Do landlords legally need an EPC?

Yes. In most cases, landlords must have a valid EPC before marketing or renting out a property.

The EPC must be available to prospective tenants when the property is advertised and provided to tenants when the tenancy begins.

EPCs are valid for 10 years, although a new EPC may be required sooner if major improvements are made to the property.

Minimum EPC rating for rental properties

Under the current Minimum Energy Efficiency Standards (MEES), most rental properties must have an EPC rating of at least E.

If a property is rated F or G, landlords must normally carry out energy efficiency improvements before renting the property.

Some properties may qualify for exemptions, but these must be registered on the government's PRS Exemptions Register.

Potential future EPC regulations

The government has previously consulted on raising minimum EPC requirements for rental properties. While future regulations are still being discussed, many landlords are already improving their properties to prepare for possible changes.

Improving insulation, upgrading heating systems and installing energy-efficient lighting are common ways to improve EPC ratings.

What happens during an EPC assessment?

During the EPC visit, the energy assessor will inspect and measure several parts of the property including:

  • Wall construction
  • Loft insulation
  • Heating systems and controls
  • Windows and glazing
  • Hot water systems
  • Lighting efficiency

The assessor will also take measurements and photographs before the EPC is calculated and lodged on the national EPC register.

How landlords can improve EPC ratings

If your property has a lower EPC rating, improvements such as the following may help increase the score:

  • Installing loft insulation
  • Upgrading to an efficient boiler
  • Installing double glazing
  • Using energy-efficient lighting
  • Adding heating controls such as thermostatic radiator valves

Many EPC reports include recommended improvements that may help increase the property's rating.
