Why Landlords Need an EPC

As a landlord in England and Wales, you are legally required to have a valid Energy Performance Certificate before marketing a property for rent. The EPC must be:

  • Available to prospective tenants before they view the property
  • Provided free of charge to tenants at the start of a tenancy
  • Rated E or above under the Minimum Energy Efficiency Standards (MEES)

Failure to comply can result in fines of up to £5,000 per property. An EPC is also required when applying for many government grants and green incentive schemes.

MEES Regulations Explained

The Minimum Energy Efficiency Standards (MEES) apply to all privately rented domestic properties in England and Wales. Since April 2020, the regulations apply to all existing tenancies, not just new ones.

What If My Property Is Rated F or G?

You must make cost-effective improvements (up to a spending cap of £3,500 including VAT) to bring the rating to at least E. Common improvements include:

  • Loft insulation top-up (270mm)
  • Cavity wall insulation
  • Upgrading to a condensing boiler
  • Installing a smart thermostat and TRVs
  • Switching to LED lighting throughout

If you've spent £3,500 and still can't reach E, you may register an "all improvements made" exemption on the PRS Exemptions Register. Exemptions last 5 years.

Landlord EPC FAQs

Do I need a new EPC for each tenancy?

No. An EPC is valid for 10 years and can be reused for multiple tenancies during that period, provided no major energy-related changes have been made to the property.

When do I need to provide the EPC?

You must have a valid EPC before marketing the property. It should be provided to prospective tenants at the earliest opportunity and no later than when they request it or when written information about the property is provided.

What if I've just bought a property to let?

If the property already has a valid EPC (within 10 years), you can use it. If not, or if you've made significant changes, you should book a new one before letting.

Are HMOs covered by MEES?

Yes. Houses in Multiple Occupation (HMOs) are covered by MEES. Each individual let within an HMO may require its own EPC depending on the configuration.

What are the penalties for non-compliance?

Fines for renting a property without a valid EPC or with a rating below E can be up to £5,000. Local authorities are responsible for enforcement.
